Backflow Preventer Testing for Chicago Rental Buildings: An Owner's Guide

Annual cross-connection control testing is one of the most commonly missed compliance items for Chicago multi-unit owners. Here is what the devices do, where they hide, and how to stay on schedule.

What a Backflow Preventer Does and Why the City Cares

A backflow preventer is a mechanical valve assembly that keeps water flowing in one direction — out of the city main and into your building, never the reverse. Under normal conditions that happens on its own, because the main is pressurized. The problem is abnormal conditions.

When a hydrant opens down the block, a main breaks, or a pump kicks on hard, pressure in the street can drop below pressure inside your building. For a few seconds the flow reverses. Whatever is sitting in your boiler loop, your irrigation lines, or a mop sink hose gets pulled backward toward the public supply.

That is the entire reason cross-connection control exists. It is a public health rule protecting everyone downstream of you, which is why enforcement tends to be less forgiving than for maintenance items where the only person at risk is the owner.

Most Chicago Buildings Have More Devices Than the Owner Thinks

Owners often assume this applies only to commercial property. In practice, plenty of ordinary Chicago residential buildings have at least one cross-connection control device, and larger ones have several.

The usual candidates: in-ground irrigation systems, boiler and hydronic heating feed lines, fire suppression and standpipe systems, commercial-grade laundry equipment, rooftop mechanical equipment, and janitor or mop sinks with threaded hose connections. A six-flat in Logan Square with a sprinkler system and a gas boiler may well have two. A mid-rise in Lakeview with fire sprinklers and a rooftop cooling tower will have more.

The first job is finding out what you have. If you inherited the mechanical systems without a walkthrough, assume nothing. A licensed plumber can survey the building and produce a device list in a couple of hours, and that list becomes the foundation for everything else.

The Annual Testing Requirement

The Illinois Plumbing Code requires cross-connection control devices to be inspected and tested annually by a licensed Cross-Connection Control Device Inspector — a specific credential, not something any plumber automatically holds. In Chicago, the Department of Water Management administers the program and expects the resulting reports to be filed.

A few practical implications. The inspector must be separately licensed as a CCCDI, so confirm the credential before you book rather than after. Testing is annual and the clock runs from the last test, not from January, so devices installed mid-year fall due mid-year. And the report is the deliverable — a device that passed but was never documented is, administratively speaking, a device that was never tested.

Requirements and filing procedures do change. Confirm current specifics with the Department of Water Management or your plumbing contractor before building a compliance calendar around them. Treat this as orientation, not as code.
