Storm windows are the cheapest heating upgrade most Chicago greystones and two-flats already own. Here is how to inspect, repair, and hang them before the first cold snap.
Walk into almost any greystone in Logan Square or a frame two-flat in Ravenswood and you will find original double-hung wood windows that predate insulated glass by seventy years. Replacing them is expensive enough per opening that most owners keep the originals and rely on storm windows to do the heavy lifting.
That is not a compromise. A tight storm window over a decent single-pane sash gets you close to a modern double-pane unit for a fraction of the cost. The storm creates a dead air pocket that slows heat loss, blocks wind-driven infiltration around the sash, and keeps the interior glass warm enough to reduce condensation and the peeling paint and rotted sills that follow.
The catch is that a storm window only performs if it is present, intact, and closed. Buildings lose that benefit not to bad design but to neglect: units left in the basement all winter, panels stuck half open since April, missing hardware nobody reordered.
Late August and September are the window for this work. Chicago's heat ordinance requires landlords to maintain 68 degrees during the day starting September 15, and once the boiler is running you are paying for every gap.
Start with a simple written inventory. Walk every unit and every common stairwell and record, opening by opening: is a storm present, does the glass panel slide and latch, is the screen panel intact, and is the frame still sealed to the window casing. A clipboard pass on a 12-unit building in Rogers Park takes about ninety minutes and tells you exactly what to buy.
Expect three categories. Most storms need nothing but cleaning and a panel pushed back down. A smaller group needs parts: latches, weep hole clearing, a cracked pane. A handful are missing or too far gone, and those need units ordered now, because custom sizes for vintage openings run two to four weeks.
Older Andersonville and Hyde Park buildings often still have true wood storm sash, single panels that hang on hooks and get swapped for screens twice a year. They are excellent windows when maintained and a maintenance liability when ignored.
Check the glazing putty first. If it is cracked, chalky, or falling out in sections, the pane is no longer sealed and water is getting into the rail joints. Rake out the failed putty, prime the bare wood rabbet, and reglaze. Skipping the primer is the most common mistake, because dry wood pulls the oil out of fresh putty and it fails again in a season.
Inspect the bottom rail for soft spots, since that is where water sits. Minor rot can be consolidated with epoxy; a rail that gives under a screwdriver needs a new sash. Repaint every exposed surface, and confirm the hanger hooks and turn buttons are tight before anything goes back up two stories.
