Most water damage claims are decided in the ten minutes it takes to find the right valve. Here is how Chicago property owners map, tag, and service the shutoffs in their buildings before a supply line fails.
Ask most property owners where the water shutoff for a specific unit is, and you will get a general answer: somewhere in the basement, near the boiler, behind the storage lockers. That is usually true, and it is usually not good enough.
When a supply line under a third-floor bathroom sink lets go, the difference between a drywall patch and a five-figure insurance claim is almost never the failure itself. It is the number of minutes between the moment water starts moving and the moment somebody closes a valve. In a vintage Logan Square two-flat with one accessible basement, that might be three minutes. In a 1920s courtyard building in Rogers Park with six risers, an unlabeled valve gallery, and a janitor who started last spring, it can easily be thirty.
Valve readiness is one of the cheapest pieces of preventive maintenance available to a Chicago building owner. It costs an afternoon and a roll of tags.
Before you can map anything, you need to know what you are looking for. Almost every multi-unit building in Chicago has four layers of control.
Fixture stops are the small angle valves under sinks and behind toilets. They isolate one fixture and nothing else — the first thing a tenant should reach for, and the most likely to be frozen solid from disuse.
Unit or riser isolation valves shut off a single apartment or vertical stack. Newer construction and gut rehabs usually have these. Many pre-war buildings do not, which is why one leak can take an entire line of units offline.
Branch or zone valves sit in the basement and control a section of the building — the front stack, the rear stack, the laundry room, the hose bibs.
The building main is where city water enters, typically with a valve on the house side of the meter. Outside at the parkway is the curb box, or B-box, which only the Department of Water Management should operate.
The valves in a 1915 greystone in Andersonville are not the valves in a 2019 mid-rise, and they fail differently.
Older Chicago buildings are full of brass gate valves — the kind with a round handwheel you turn many times to close. Gate valves are reliable when used and terrible when ignored. The gate corrodes to the seat, scale builds up on the stem, and the packing behind the nut dries out. Turn one for the first time in fifteen years and one of three things happens: nothing moves, the stem snaps off in your hand, or the valve closes most of the way and weeps steadily around the packing nut.
Galvanized supply piping, still common in buildings never fully re-piped, makes it worse. Interior corrosion sheds scale that lodges in the valve seat, so even a valve that turns freely may not achieve a full shutoff.
The cruel detail is that you find all of this out during the emergency. A valve you have never tested is not a valve. It is an assumption.
